Yes, you can. Login to bloggines account, go to TEMPLATE. There, find something like

body {

background:#fff url("http://www.blogblog.com/dots/bg_dot... 50% 0;

or

#main2 {

background:url("http://www.blogblog.com/... -100px -100px;

(it depends what template you are using now).

There, just change url of background picture, or delete url and change color code if you like only color.
